This paper begins by addressing the anti-Americanism present in pos-war Germany. Germany has gained political credit but is experiencing an economic weakness that has the inability to provide solutions - such as inability to fulfil European plans in the military area. Chancellor Schroeder inflicted a heavy blow on international cooperation by announcing that he would not participate in the war against Iraq.
