The present document – corresponding to the first part of the full essay published in the fourth number of “Cadernos do Lumiar” – offers an analysis on the “geopolitical approach” in Portuguese security policy, which was, in broad terms, dominant in Portugal's security policy until the 1970s. This approach derives from the Portuguese “distinctive historical experience”: Portuguese Atlantic Identity, the threat to national security from continental European powers and the natural alliance with the dominant maritime power. Franco Nogueira, probably the most prominent Portuguese geopolitical thinker, considered these three ideas as the main tenets of Portuguese foreign policy. The enduring dominance of this geopolitical orientation has left a geopolitical culture in security circles which still plays an important role in the decision-making process.
