The present texts sets the frame and outlines the structure for the rest of the fourth number of “Cadernos do Lumiar”, in which the author examines Portugal’s fundamental principles, goals and perceptions in the realm of security and its security relationship with the United States, and national security policies towards the Maghreb and Southern Africa. Firstly, it clarifies the concepts of “Europe”, “defence” and “security”, given the intertwined nature of Portuguese and European security and foreign policy. Then, it outlines the bipartite structure of the essay, in which the first part focuses on the “geopolitical approach” present in Portuguese security policy derived from the Portuguese “distinctive historical experience” and the second examines the (then) present institutional security policy.
