Portugal will assume the presidency of the European Union in the first half of 2000. This speech addresses the major challenges of Portuguese European policy, such as the conduct of the new Intergovernmental Conference (IGC) to change the foundation Treaties of the European Union. The most complex issues in these negotiations (such as sovereignty issues) and enlargement to the East are mentioned.
