Regional organisations have been the foundation of EU-Africa relations. The main debate focuses on which regional organisations within the continent should be promoted first, what agenda to push forward and which tools should be utilised to build as to implement that agenda more efficiently. The aim is to understand the security shift following the failures of peace keeping operations (multilateral interventions) in Somalia and Rwanda and EU interventions in Sierra Leone. Finally, potential shortcomings of such a new security policy are analysed.
