An apparently static strategic order, of the sort lived during the Cold War, rested on a set of contradictions that revealed themselves explosively for having been forced underground. This period of stability has, thus, brought with it an underlying level of instability and precariousness, mainly in Eastern Europe, whose inner contradictions had the potency to result in international instability or crisis. Conversely, it is argued in the present study, a measure of instability – including in the strategic arena – can be a sign of creative and positive development of our societies and the international system in which they operate. What should be sought therefore is not stability for its own sake, but the means by which a much more mobile European setting can be organised so as to avoid a catastrophic chain of events. One corollary of these remarks is that analysts and policymakers will increasingly have to move away from the static, rigid concept of a European order to the dynamic, occasionally disorderly nature of a European system composed of moving parts. Bearing this in mind, the present study seeks to examine the manner through which this strategic shift from order to system is occurring, drawing in geographical cues to illustrate the massive character of that change and evaluating the opportunities, risks and imponderables of this shift. Finally, it concludes with the enunciation of three guidelines (and respective institutional conclusions) for action in an era of unpredictability which may contribute to the author’s initial remark that minimising strategic instability without stultifying the creative nature of an open, pluralistic European system.
