Contesting the trend to reflect on European security as a form of structured, well planned architecture and emphasizing, instead, its resemblance to a medieval fortress – a great success but made up of components from different periods and with different inspirations –, the present paper reflects on the structures that are tried and tested during periods of uncertainty as they become familiar and gain in acceptability. However, in looking at the development of the structures of the existing institutions and the creation of new institutions and the policy instruments with which they should be provided, the wider dimensions of security must remain very much in our minds. Such an analysis also shows us that given the growing relevance of economic security the European Community is already playing a central role in security issues. Hence, before discussing the role of multinational organisations, the present paper initiates the discussion by defining what are the challenges to European security in the final decade of the twentieth century and the opening years of the twenty-first century. It is argued, in this respect that, unlike situations in most of the twentieth century when challenges to security were more likely to occur within Europe to the rest of the world, in the coming period it is likely that it will be security challenges in the rest of the world which affect the security of Europe.
