This chapter analyses the conditions, strategy and tactics of the pollical role of Mercosul. In order to do that, it provides an overview of the main characteristics and trends of the international system, which are: acceleration of scientific and technological progress; widespread and deep production restructuring; concentration of power; territorial reorganisation; reincorporation of areas into the global capitalist economy; and normatisation of international relations. It then synthesises the situation and perspectives of South America, which is the natural and immediate region for the exercise of the Mercosul political role and reviews some aspects of the foreign policies of the central actors in the world strategic game as they affect South America and Mercosul.
