Departing from an exploratory perspective, the present paper is concerned not with the description of existing circumstances but with the future outcome of such circumstances, seeking to provoke discussion rather than mere conjecture. It thus departs from the present orthodoxic functions of NATO’s environment which, concerning the Southern Atlantic area, is historically fixed. These physical limits made political and strategic sense in 1949, being in accord with the security interest of the European allies and the need for the spread of power and influence. This situation, however, has changed in the late second half of the twentieth century, as decolonisation and decentralisation processes start to occur. Therefore, the study of an inside orthodox perspective gives way to an outside heterodox perspective of NATO that takes into account the South Atlantic, the soviet influence and the politics of cooperation and innovation required for a new definite program of action.
