In the first part (Political Setting) it is adressed the Decline is of Extended Deterrence; Rise of Reasonable Sufficiency and Defensive Defense (since there were questions arise about the credibility of the US commitment to NATO and the nature of the Soviet threat is changing. In the second part, nuclear challenges are analysed. Starting with the change in Deterrence theory and then analyzing nuclear weapons reductions and modernization, both long and short range. It concludes with the exposure of other problems such as congressional constraints and deployment options.
