The European Union provides a unique instance where institution-building has transformed a regional institution into a global player, through such key achievements as the completion of the single European market, the adoption of a common currency, and enlargement from six to twenty-seven members, and so on. It is therefore not surprising that the rejuvenated Organisation of African Unity, now the African Union, borrows several significant features from the EU template. The purpose of this paper is to discuss this attempt to transfer the European experience as well as the EU's stated eagerness to build a ‘strategic partnership' with the African Union since its establishment in 2002. After a short description of the governance of the EU, three specific issue-areas are successively addressed: the EU's performance as a model and a mentor for the AU; EU support to 'pax africana'; lastly, EU-AU interactions towards the promotion of economic integration.
