In the Mediterranean rim, the problem of democratic transition is imposed by three factors: Islam, regime stability and economic liberalisation. This paper aims to outline the paradoxes and problems which surround the process of democratic transition in the area, and to recommend in the light of that the lines of policy which the EU could be pursuing. It considers the EU framework to be the one that probably has the most effective external instrument even with its problematic aspects.
