Departing from a news article released in December 2007 titled “By disregarding Western advice, Malawi becomes a breadbasket” suggesting that against the advice of donors, Malawi’s president had decided to subsidise fertilizers and seed to promote food self-sufficiency and productivity in the agriculture sector, the present paper devotes itself to the discussion on democratic governance and foreign aid. The paper will initially cover some aspects of European aid volumes, and then move to discuss the issue about aid conditionality and aid effectiveness, and finally deal with some dimensions of the debate on the so called aid architecture or the way in which aid is being administered and raised and its consequences for democratic governance.
