To better understand the European response to counter-terrorism, it is necessary to define the new terrorism that has emerged since 11th September: a transnational threat capable of striking anywhere at any time being almost impossible to destroy the entire network and a non-state threat. The EU cannot deal with this new terrorism in the same way as it did before. New terrorism is the biggest threat faced by open societies.
