“Trans-national risk” involves a specific state or group of states facing risk generated by the activities of non-state actors. It is essential that such risk should extend across the borders of the state or states affected for it to be categorised as “trans-national risk”. Conventionally, in the Mediterranean region, such risk is seen to flow from the South towards the North, although trans-national risk also exists within both the North and the South regions themselves. The present text deals with the definition and characterisation of varying types of trans-national risks, mainly from the Mediterranean region, such as terrorism, smuggling and international crime, the mechanisms of control and its consequences both in the Mediterranean and the European context.
