The present text presents the major conclusions and recommendations resultant from the report published in the ninth number of “Cadernos do Lumiar”. It is thus concluded that the European Union’s Mediterranean security policy should be based on the following essential presuppositions: 1) there are no significant security threats, either in the North-South or the South-North directions; 2) political and security relations between blocs are not unaffected by recent regional conflicts; and, 3) the real security problems either have solely domestic implications or primarily affect the South-South or sub-regional dimension. Bearing this in mind, it is suggested not only that the EU steps in with long-term socio-economic inclusion measures, the ambition of the Euro-Mediterranean Partnership, but also that it increases it responsiveness, autonomy and transparency. Moreover, it should, whether on its own or within NATO or the EMP, a security and defence dialogue and cooperation initiatives.
