Against the backdrop of Europe’s lack of definite and concerted response to the challenges in the Middle East due to its lack of common security and foreign policy, the present document serves as introduction for the report published on the ninth number of “Cadernos do Lumiar”, devoted to the assessment of a strategic concept for the EU, especially for the Mediterranean. Before that, an assessment of the risks and threats must be made, in order to inform a European strategic concept, which must include what will be Europe’s position towards NATO. Bearing this in mind, it is the belief of the author that European defence policy in the Mediterranean region needs an objective vision of the local security problems, but also needs to define security and defence cooperation perspectives.
