This document – the second chapter of An Open Europe in a Multipolar World – the author examines, considering the re-emergence of multipolarity, how the presidency and the Union can reaffirm multilateralism, the strategic cornerstone of the EU foreign policy. After providing context for the new multilateral context and Europe’s role in it, it deals with the course of Portuguese presidencies, which in 2007, distinctively to what happen in 1992 and 2002, must deal with a global foreign and security policy, rather than merely European. It then discusses the “perils” of multipolarity to the Union – such as to its cohesion and unity.
